CCSV in 3 Points
The Community Care Service Voucher (CCSV) is a government-subsidised community care service. Eligible older adults can choose recognised providers and use home-based or centre-based services as needed.
Who is Eligible?
Older adults assessed by the Social Welfare Department, on the Central Waiting List and not yet receiving related subsidised services may be invited to join.
How Subsidy Works
The co-payment is tiered by ability to pay. Older adults pay part of the fee according to their level, and the Government subsidises the rest.

Using the maximum monthly voucher value of HK$10,824 as an example, the table shows the approximate monthly amount paid by the older adult at each co-payment level. The rest is subsidised by the Government.

Application Flow
The process is led by the Social Welfare Department. Older adults and families can follow the instructions step by step.

Receive Invitation
SWD invites eligible older adults to join the CCSV scheme according to the Central Waiting List order.

Submit Application
Complete the form and return it to the office, or submit it through the Voucher Information System for the Elderly (VISE).

Approval
Approval and voucher issue usually take about four weeks. Actual timing depends on SWD arrangements.

Choose Services
Choose a recognised service provider and arrange a suitable service mix based on health and daily needs.
